Wil-Bur Investigations, Inc. was established in 2003 by Lawrence R. Willis (right in photo) and George A. Burdge, Jr.(left in photo) two retired law enforcement officers who have over 50 years combined local and county law enforcement experience. The photo to the left is with one of their first clients, the Hon. Kenneth R. Smith, Jr., J.M.C. who hired Wil-Bur to assist his private law practice with the service of legal process and subpoenas.

Wil-Bur Investigations, Inc. was established in 2003, and has a proven track record of conducting a wide array of investigations with established clients, while consistently offering the same level of professional expertise and performance to new clients.

LAWRENCE R. WILLIS - CFE

A Certified Fraud Examiner (CFE) specializing in White Collar Financial Crimes. He has thirty years of experience in local and county law enforcement, having served with the Freehold Township Police Department and retiring from the Monmouth County Prosecutor’s Office.  Career assignments include white collar/fraud, sex crimes, major crimes/homicide, internal affairs and narcotics investigations.

 

Larry has an extensive background in mortgage fraud and was one of the lead investigators in the federal “House of Cards” mortgage fraud case.  He has served as president and vice-president of New Jersey Chapter#9 of the Association of Certified Fraud Examiners.

MICHAEL SHERNICOFF

Prior to joining Wil-Bur Investigations in 2010, Michael Shernicoff was a senior investigator with the New Jersey Office of Homeland Security & Preparedness (OHSP), Operations/Intelligence Division, where he assisted in the development of tactical and strategic intelligence geared to the identification of possible terrorist activity or the material support of terrorist activities within the State of New Jersey (2005-2008) for the FBI Counter-Terrorism Task Force.

From 1992 to 2005, Mr. Shernicoff served as a senior investigator for the New Jersey Division of Criminal Justice Financial Crimes Bureau, Organized Crime Bureau and Statewide Narcotics Task Force where he successfully investigated cases involving the laundering of narcotics proceeds, narcotics trafficking, and financial fraud cases involving fictitious investment schemes and mortgage broker scams.

 

Mr. Shernicoff also served as a task force officer with the US Customs Financial Crimes Task Force and the New Jersey HIDTA Task Force where he served as the assistant group leader of the HIDTA Intelligence Unit.

Before embarking on his career as a criminal investigator, Mr. Shernicoff served ten years as an Intelligence Research Specialist for the US Customs Service and the New Jersey Statewide Narcotics Task Force (1983-1992).

GEORGE A. BURDGE, III

Twenty-five years of law enforcement experience, which includes eighteen years in the Traffic Safety Bureau at the Freehold Township Police Department. George III is recognized as an expert witness in the field of motor vehicle crash reconstruction in various municipal courts, New Jersey State Superior Court, and United States District Court. 

 

In addition to his expertise in the crash reconstruction field, he is a Certified Instructor with the Police Training Commission teaching Police RADAR, Motor Vehicle Stop Tactics, and Crash Investigation at the Monmouth County Police Academy. 

 

His career assignments included successful prosecutions of homicide, vehicular homicide, fraud, narcotics distribution, sex crimes, credit card fraud, and other minor offenses.

A 1971 Graduate of the New Jersey State Police Academy at Sea Girt, NJ. Upon graduation, George Jr. was assigned to the patrol division at the Freehold Township Police Department. He was assigned to the Detective Bureau in 1972 and was promoted to Sergeant of Detectives in 1982, where he remained as Supervisor of the Investigative Division until 1989. During his tenure as a detective, he spent 1981 as an undercover operative with the Monmouth County Narcotics Strike Force.

In 1989, he transferred to the Monmouth County Prosecutor’s Office working in the General Investigations/Administrative Unit until his retirement in September of 1996. Career highlights included co-development and presenter of various programs including drug awareness, burglary prevention, fraud, personal safety and rape prevention. These programs were presented to grade school, high school, and adult public audiences. In addition, administrative duties included internal affairs investigations, vehicle fleet purchasing, criminal history terminal access coordinator, applicant background screening (medical, psychological, and drug testing), and disbursement/management of agent and confidential cash funds.

GEORGE A. BURDGE, JR.

ANTHONY STABILE

INVESTIGATOR

Before joining Wil-Bur Investigations in 2018, Mr. Stabile had 21 years of law enforcement experience. Mr. Stabile served with the NYPD from 1997-2002, where he performed all duties related to patrol including the protection of life and property and responding to accident investigations and emergency patrol tasks. During his time in the NYPD, Mr. Stabile worked in the Anti-Crime and Conditions Units, patrolling and investigating various crime conditions. He also assisted as a Field Training Officer and served in the Defense Tactics Unit in the development and training of new recruits. 

From 2002-2018, Mr. Stabile served with the Port Authority Police Department of NY&NJ. While at the PAPD, Mr. Stabile was a patrol officer at several commands, where he aided and assisted in the flow and safety of traffic conditions, responded and investigated vehicle accidents, and aided cases. Mr. Stabile was also trained as an Airport Rescue Fire Fighter at Neward International Airport where he responded to all Aeronautical-related emergencies.
